In the Matter of Annual Report and Analysis of Competitive Market Conditions with Respect to Domestic and International Satellite Communications Services, March 26th, 2007
I. EXECUTIVE SUMMARY1. This is the first annual report by the Federal Communications Commission to the United States Congress on the status of competition in the market for domestic and international satellite communications services. In this Report, we conclude that there is effective competition in both wholesale and retail satellite services markets. The Report is retrospective, focusing on conditions prevailing in the satellite services marketplace from the beginning of the 2000 calendar year through the 2006 calendar year.
2. In this Report, the Commission concludes that the market for commercial communications satellite services is effectively competitive. We discuss the structure of the satellite communications services industry and describe six wholesale markets or groups of markets (three domestic and three international) and two retail markets or groups of markets (both domestic). Within these markets, we calculate a range of standard economic indicators commonly used to assess market conduct, concentration, and performance.
